City Council Hears About Fiber Expansion, Discusses Attorney Vacancy and Sanitation Options

Mayor Gregg Reep presided over the Warren City Council’s regular monthly meeting Monday evening, where members addressed a range of topics including infrastructure updates, public events, and city operations. All six council members—Memory Burks Frazer, Emily Moseley, Dorothy Henderson, Chanel Hooper, Joel Tolefree, and Latanza Atkins—were present.

During the meeting, minutes from the September session and the city clerk’s report were approved. The council recognized Jeff Savage of the Street Department as Employee of the Month. He was honored for his hard work and dedication and received a gift card from the City.

The council approved a request to close certain streets for the upcoming community Fall Festival and voted to renew the contract with the company responsible for installing Warren’s downtown Christmas lights.

Mayor Reep provided an update on Unity’s fiber internet installation, noting that new service is being placed in select northern parts of the city. He said downtown is not currently included, but he is encouraging expansion to ensure all residents and businesses have access to high-quality internet.

In other business, Mayor Reep announced that City Attorney Murray Claycomb resigned effective September 30. His term was set to expire in 2026. The council agreed to advertise the vacancy for two weeks throughout South Arkansas before appointing someone to fill the remainder of the term.

The council also approved a request from Lateesha Roberson on behalf of the Wolf Pack Motorcycle Club and the Ladies of the Wolf Pack to host a breast cancer awareness march on October 25 along Pine and Main streets, followed by an evening event at their facility on John C. Moss Drive.

Police Chief Shaun Hildreth reported that one certified officer and one non-certified officer had been approved for hiring by the Civil Service Commission earlier this month. Discussion followed regarding the use of police officers to assist with school traffic. Some council members raised concerns about whether this should remain a city responsibility. Henderson suggested a joint meeting between the City Council and the Warren School Board to review the issue.

Fire Chief Chuck Moore reported 23 calls in September, including one vehicle fire.

The sanitation department reported cleanup efforts at 93 residences and limb and debris pickup at 73 homes. Distribution of new brown garbage containers is nearly complete, and residents who have not received theirs by Friday are asked to contact the sanitation department. The council also voted to seek bids from private companies for possible future garbage collection services, though only for consideration at this time.

Two “Deaf Child” signs will be installed along South Martin Street, and two speed bumps will be placed on Holley Street, to be funded by Bradley County Medical Center.

The council referred a proposed annexation of industrial property along the Highway 189 bypass to the Community and Economic Development Committee for further review.

The next regular Warren City Council meeting is scheduled for November 10.
