Warren City Council holds September meeting

Solar Farm Project Underway

Mayor Gregg Reep reported that work has begun on the City’s new solar farm. He noted that panels are expected to be installed within the next month. The project will generate power for city buildings and facilities only and will not extend to individual homes or private properties.

Annual City Sales Tax Resolution

Council members unanimously passed Resolution A-706, which authorizes the Bradley County Quorum Court to levy the City’s 5 mil sales tax for another year. Officials emphasized that this is not a new tax but rather a renewal that must be approved annually.

Public Comments

Two local organizations shared upcoming event plans during the public comment period.

  • Terrance Roberson, representing the Warren Wolfpack Motorcycle Club, requested and received unanimous approval for the temporary closure of the street in front of the club’s headquarters for a fundraising event.
  • Tony Allen, with the Primetime Riders trail-riding group, announced plans for a Domestic Violence Awareness Walk on October 25 from 7–10 a.m. at the city park. The event is free and open to the public. No vote was required since the park is already designated for community use. Council members and Mayor Reep expressed support for the project.

Department Reports

  • Police Department: Chief Shaun Hildreth reported the department remains short-staffed. One recruit has begun training at the academy but will not return for 11 weeks. Recruitment efforts continue.
  • Fire Department: Chief Chuck Moore reported 16 calls in August, including four fire responses and one extrication.
  • Sanitation Department: Manager Rob Johnson said the department is still down one thrower.
  • Building Permits and Code Enforcement: Johnson also reported that the city is up about $10,000 in building permit fees compared to this time last year. The council unanimously voted to place 805 West Pine on the condemnation list to begin the process of cleanup.
  • Street Department: Foreman Monty Hearnsberger reported culverts on Cook Street were replaced after a collapse ahead of paving. Work continues on Main Street over the town branch. Plans are also in place to improve drainage and widen the turning area at Kelly and Bragg Streets to better accommodate buses and emergency vehicles. The council approved funding for the project, not to exceed $15,000. Additionally, members unanimously approved installation of a requested speed break on Bond Street between North Walnut and Seminary.
  • Parks and Recreation: Two playground areas at the city park will be remulched in the coming weeks.

Community Clean-Up

Council member Tolefree announced a clean-up of Watson Street scheduled for Thursday.

The Warren City Council is scheduled to meet again on Monday, October 13, 2025.
