Warren City Council Holds November Meeting

WARREN, Ark. – The Warren City Council met Monday evening, November 10, 2025, at the council chambers of the Warren Municipal Building, with Mayor Gregg Reep presiding. All council members were present, including Memory Burks-Frazer, Dorothy Henderson, Latanza Atkins, Emily Moseley, Joel Tolefree, and Chanel Hooper.

Routine Business and Reports

Minutes from the October meeting and the clerk’s report were presented and approved.

In his report, Mayor Reep said the city continues to work on several potential industrial projects. The council also voted to close the usual routes for the annual Warren Christmas Parade, scheduled for Saturday, December 6 at 7 p.m.

A letter from Rob Reep addressing concerns over a growing issue with feral cats in Warren was presented to the council. The matter was referred to the council’s police committee for further study.

Department Reports

Police Chief Shaun Hildreth reported that patrol activity is improving and noted that a new officer is expected to graduate from the academy within the next couple of weeks.

Fire Chief Chuck Moore said it had been a busy month for the department, with several fires and a couple of vehicle extrications. He also announced that Luke Trussell has joined the Warren Volunteer Fire Department. Mayor Reep encouraged anyone interested in becoming a volunteer firefighter to contact Chief Moore at the fire department.

Sanitation Manager Rob Johnson reported that 73 junk pickups and 54 limb removals were completed in October, in addition to regular garbage collection. The city is currently accepting bids for garbage pickup through November 20.

Parks and Recreation reported that 133 people used the city’s shooting range in October.

Financial and Administrative Actions

Under Ways and Means, the council approved a total of $20,649 for city employee Christmas bonuses and holiday pay on a 6-0 vote. The renewal of city vehicle insurance through the Arkansas Municipal League was also approved for $27,415.87.

Council member Dorothy Henderson noted that work is underway on the 2026 city budget, which includes a proposed percentage increase for city employees, excluding elected officials. The goal is to have the budget finalized and passed in December.

The council also approved Ordinance 974, allowing the city to make purchases or enter into contracts not exceeding $25,000 without advertising or bidding, passing unanimously.

Appointments

Mayor Reep recommended several appointments, all approved unanimously:

  • Elaine Wright was reappointed to the Parks and Recreation Commission for another five-year term.
  • Matt Young was appointed to the Parks and Recreation Commission for a five-year term.
  • Rick Stracner was reappointed to the Aviation Commission for another five-year term.

Upcoming Dates and Announcements

The municipal building will be closed on the following holidays:

  • Veterans Day – November 11
  • Thanksgiving – November 27–28
  • Christmas – December 24–25

There will be trash pickup on Christmas Eve (December 24) and the day after Thanksgiving (November 28).

The dedication of new downtown trees, donated by Maribeth Frazer in memory of her late son, John B. Frazer III, will take place Tuesday, November 26 at 11 a.m. in front of Warren Bank at the corner of Cypress and Main streets.

The next Warren City Council meeting is scheduled for Monday, December 8.
