Six individuals charged in connection with the 2025 death of a resident at the Southeast Arkansas Human Development Center in Warren have pleaded guilty to misdemeanor negligent homicide, according to Bradley County Circuit Court records reviewed by Saline River News.
Chekiona Jones, Marquez Williams, Karen Furlough, Neeyo Harding, Mark Thomas, and Victor Booker originally faced charges of manslaughter and neglect of a vulnerable person in the death of 21-year-old Zachary Moore.
Court records show that all six entered negotiated guilty pleas to negligent homicide, while the neglect charges were dismissed.
All six received one year of unsupervised probation.
Moore died September 7, 2025, following an incident at the state-operated facility involving physical and chemical restraints. An Arkansas Department of Human Services investigation found that staff failed to follow established procedures.
A seventh individual, Ashley Marshall, was separately charged in April with criminal attempt to commit abuse of a vulnerable person, a Class C felony. According to court documents, prosecutors allege Marshall administered a chemical restraint to Moore when it was not necessary for immediate safety. Her case remains pending.
